NSI Code of Practice NCP 109 Issue 4: Supporting NSI Installers with Guidance on the latest Access Control System Standards

As part of NSI’s ongoing commitment to raising standards across the security and fire safety sectors, NSI has published the fourth edition of its Code of Practice, ‘NCP 109: Design, Installation, Commissioning and Maintenance of Access Control Systems’.

Now in effect for several months, NSI Installers have already begun working to the revised Code ahead of the formal withdrawal of Issue 3 on 30th September 2025.  This transition period enables a phased and smooth implementation, giving installers the time they need to make the necessary operational and administrative changes before compliance becomes mandatory.

What’s new in Issue 4?

NCP 109 Issue 4 provides enhanced clarity on key compliance requirements in relation to National Building Regulations, the Construction Products Regulation and key elements of BS 7373-4.  We’ve also strengthened guidance around important standards such as:

  • EN 179 – Emergency exit devices
  • EN 1125 – Panic exit devices
  • EN 13637 – Electrically controlled exit systems for escape routes

In addition, a more structured approach to risk assessment has been introduced, particularly regarding how different door types affect access control system design. This includes detailed considerations for emergency and panic exit doors – critical components for life safety planning.

NSI installers were advised of the introduction of NCP 109 Issue 4 in October 2024, via Circular Letter 15/24, supported by Technical Bulletin 0066 which highlights the revision’s significant changes.
